Penn<\/span><\/h1>\n<p><em>A Letter from General Gage to the Governor. <\/em><\/p>\n<p>\u201cNEW YORK, June 16, 1765.<br \/>\n\u201cSir:<br \/>\n\u201cI have the honor to transmit to you some Extracts of Letters<br \/>\nwhich I have received concerning the Proceedings of the Inhabitants<br \/>\nof Cumberland County, who appear daily in Arms, and seem to be<br \/>\nin an actual State of Rebellion. It appears, likewise, that the<br \/>\n\u201cRebels are supported by some of the Magistrates, particularly one<br \/>\nSmith, a Justice of the Peace, and headed by his Son. Unless<br \/>\nthese Insurrections are immediately quelled, and the Authors and<br \/>\nAbettors of them brought to punishment, it is impossible to say<br \/>\nwhen they will end. If the King\u2019s Troops are fired upon, and his<br \/>\nForts threatned with Assaults by Men in Arms, headed by Magis-<br \/>\ntrates, who refuse the ordinary Course of justice demanded of them<br \/>\nby the Officers. I can\u2019t pretend to answer for the Consequences. It<br \/>\nbelongs to you to point out the Measures proper to be taken in such<br \/>\nCircumstances, but it is my duty to represent these matters to you,<br \/>\nand to offer you every assistance in my power for the suppport of<br \/>\nGovernment, and to enforce an Obedience to the Laws, both which<br \/>\nseem in danger of entire Subversion.<\/p>\n<p>\u201cIt is proper to acquaint you that a very large Convoy of Goods<br \/>\nwent from New Orleans for the Illinois last February, &amp; that it is<br \/>\nprobable they are by this time arrived there. This makes it neces-<br \/>\nsary for us to open the Trade at Fort Pitt as soon as it is possible,<br \/>\n&amp; that the Officers commanding there should be made acquainted<br \/>\nwhen the Traders may be expected, that he may give notice of it to<br \/>\nthe Indians of Ohio, and prevent their going to the Illinois for their<br \/>\nnecessarys. Penn to William Smith<\/span><\/h1>\n<p><em>John Penn<\/em><\/p>\n<p><em>A Letter from the Governor to Justice Smith, at Conegocheague.<\/em><\/p>\n<p>PHILAD 27th June, 1765.<\/p>\n<p>\u201cSIR:<br \/>\n\u201cI am to inform you that you have been lately charged with hav-<br \/>\ning encouraged and protected the rioters in Cumberland County, in<br \/>\ntheir illegal and disorderly proceedings, and that you have suffered<br \/>\nyour House to be made their place of Rendezvous; This was com-<br \/>\nplained of by Lieutenant Grant &amp; Justice Maxwell to Lieutenant<br \/>\nCol\u201d Reid, who communicated the same to General Gage; and his<br \/>\nExcellency has represented the matter to me, &amp; sent me extracts<br \/>\nof the Colonel\u2019s Letters, Copies of which I have sent inclosed<br \/>\nin a Letter this day wrote to the Magistrates of Cumberland upon the<br \/>\nSubject, and I desire to refer you more particularly to them for<br \/>\nthe Complaint made of your Conduct.
